Answer: Ideally, it would be sand blasted and primed. However, I know this is not always possible.I can have this done if you are not able to have it done. The cost is not that great.
If the wheels are steel felloe and you plan to finish the spokes natural; the metal should be also painted the finish color. This helps you when you do the final varnishing of the wood spokes.
